1、When working on fully or partially energized panels, clearly segregate equipment under maintenance from operational equipment using visible markers.
2、Current transformers and voltage transformers shall have permanent, reliable protective grounding for their secondary windings.
3、When working on energized current transformer secondary circuits, implement these safety measures:
3.1 Never open the current circuit.
3.2 Use only short-circuiting strips or wires to reliably short-circuit CT secondary windings - never use wrapped wires.
3.3 No work is permitted on circuits or conductors between current transformers and shorting terminals.
4、When working on energized voltage transformer secondary circuits, observe these precautions:
4.1 Strictly prevent short circuits or grounding
4.2 Use insulated tools and wear insulated gloves; where necessary, disable relevant protection relays before starting work
4.3 When connecting temporary loads, install dedicated switches and fuses
4.4 During secondary circuit energization tests, disconnect secondary circuits and remove primary fuses to prevent back-feeding from secondary to primary side
4.5 Before energizing or performing withstand voltage tests on secondary circuits, notify operators and relevant personnel, post attendants at the site, and verify the circuit is clear before applying voltage
4.6 Personnel inspecting protection relays and secondary circuits must not perform any switching operations without authorization from operating staff
This technical guideline follows international electrical safety standards for proper switchgear operation and maintenance procedures.
